Local sites getting ranking boost for local queries?

I have noticed that over the past few months websites of local companies are ranking above national companies with large website and hundreds of back links. For example, "san diego widget makers" has 2 companies with only a few back links ranking 1 and 2. One has a PR of 2. It seems like Google is boosting the ranking of companies that are local as opposed to national companies in a geographic keywords. Am i wrong on this or is there another factor involved?

I've noticed this, and I hope Google is boosting the true local business - but I can't say for sure. Otherwise it would be too easy for national/international businesses to crank out database generated pages for all local city names.
