I certainly have not and, to be honest, I can't see why I would!
You must remember that a sub-domain is precisely what it says, it's a standalone site, therefore, I'm taking an educated guess here, when all the sub-domains have been spidered and you have, say 2,000 cities, then it would be viewed as 2,000 sites, not one site encompassing 2,000 cities.
I had this argument with myself some 10 years ago when reconstructing a directory site and I had to decide between:
1. example.com/country/product
or
2. example.com/product/country
Even though several said it ought to be #2 I went for #1 because it meant I could add or remove a country with ease whereas #2 meant much more complications.
It never crossed my mind to do:
country.product.example.com because, as I wrote above, they would all be seen as separate sites.
