Visible text, but out of scroll area - does Google allow?

Hi. Perhaps it's a coincidence, but in the last few days I came across a lot of pages with a normal homepage-design followed by 20x <br> and then a lot of text. It's not an enumeration of keywords, it's normal text with keywords in it - you can argue about the quality of course ;-)

Obviously the text is not intended to be read by the user, otherwise it's not really hidden - do you think this is allowed or will be punished by G?

I have seen this tactic punished by Google - I suspected a hand check at the time (a while ago). However, Google is getting smarter about detecting footer games of many kinds.

Amateurish. They might as well put up a "this is spam" notice as 20 x <br>.

You know, with keyword density being but ignored...
Sites only being able to rank with their targeted competitive phrases in the Title ( fairly visible, huh? )...

I don't see the point.
With that said, I've never filed a spam report for them, while I come across such sites half a dozen per day. One of the oldest ( and tolerated, hence: ineffective ) ways of SEO.

I'm not even sure they penalize them.
