Google result discrepancies with IBL's

Why does a unique phrase in Google like this :

"Cheap Widgets AP" return only 2 results , with the referrer on top:

No 1 - the referrer [ .edu ; old site ; not theme related ]
No 2 - the website it referred to

Then a search like this:

Cheap Widgets AP [ no brackets ] provides 2,232,000 results without the refer appearing in the top 100

I'm finding this pattern a lot with referrer links.
