Google and meta refresh -- what gets indexed?

When searching WW on the subject of meta refresh, I find lots of discussion back in 2004 and I'm not sure what the answer is to the question I have:

Can one safely use a meta refresh that you want G to change its index information? I.e. an [.....] page will be refreshed to an [.....] page with the same content. G is currently indexing the single page as an https:// and we would like the [.....] page to show up as an [.....] URL in G, and do it without doing a 301.

The target is on the same site / domain.

Only place required pages that you dont want indexing in the secure area. And website content in non-secure (http://) otherwise your creating unnecessary work for yourself.
