A G sitemap submission = supplemental pages link?

I've seen many posts suggesting a possible correlation between submitting a G sitemap and pages going lost/supplemental, while I thought the theory somewhat far-fetched, the sheer numbers seemed to indicate some possible connection, so here's one possibility.

Mysite.com doesn't have much original content, linkage is mostly low quality recips, and unsurprisingly only a few pages are properly indexed, so in an effort to increase that I submit a G sitemap.

There's quite a lot of useful information available to a sitemap user so you might expect some quid pro quo, this might well be the need for the site linkage to "pass" the post BD guidelines, Mysite.com fails to pass the guidelines, and pages already indexed are lost/go supplemental....
