Hope this isn't a lame question... but is it considered duplicate content when I submit an article to an article site and it's published in multiple other sites?
What is the exact criteria before it's considered duplicate content?

You should only be worried if you publish the same article on your site as well. In other words, stuff you write for other sites should not be also reprinted on your site.
