Googlebots Hardly Crawling my Site

Man this is frustrating. I have one site on which most of the pages have a pagerank of "4". Googlebots grab:

- index.html

All the links on tha page (my splash page) point to home.html. Googlebot rarely grabs home.html

Some of my newer pages are cached and some other long standing pages that have pagerank and show backlinks are not cached. One is supplemental and has a cache from February. Google is grabbing images despite the fact that my robots.txt file tells it to stay out of my image folders. What's going on and how can I fix this?

I am not having these problems on my other site with a page rank of 5. That site used to have a pagerank of 6 but was downgraded when a whole bunch of sites were downgraded a while back. It burns me that for:

blue widgits

The site that has a pagerank of 6 isn't even an expert on blue widgits and they show up ahead of me on searches for:

blue widgits myprovince

I am at number 3 and 4 position, a directory is at number 1 and they are at number 2.

a)Put together a sitemap for the sitemaps program...
b) get links - lots of links.
c) link back to root from every page.
d) your troubles will be over.
