What matters is where your site appears in searches for relevant keywords.
It's the Quality of links (both in and out) that counts; bad and pointless links can reduce your site's performance as easily as Quality links can improve it.
The Alexa rating is effectively a score of how much you view your own site, and how often Alexa fans happen by. It has zero value in SEO, or to 99.47% of Internet users.
But you are also asking the wrong question; no site gets page rank by default, it 'earns' it by your link behavior - and achievements. But first check those relevant searches.
