How do you get all pages indexed by Google?

In the last two weeks the number of indexed pages have gradually been decreasing. Now I am very strict in the way I have been getting links to my site, I have been optimising site in a way to get as much traffic as possible from Google. Up until last week, Google was by far and away my biggest referrer followed by MSN (I was lucky to get a single Yahoo referral a day. yahoo took ages to index my pages, but now it has the most pages indexed out of the 3), but in the last week, both MSN and Yahoo have caught up Google in the number of daily referrals, which obviously I am pleased about, as I am now getting traffic from all three. However, the number of referrals from Google has gone down.

What do you guys think Google wants us to do to rank well and have more pages indexed. It does not want us to exchange links (has been devalued), it does not like people to pay for links. Not everyone can produce a great site right of the bat that its starts attracting a ton of natural links very quickly.
