I have made a new web,how can I make google includ it?

We've a policy here of not allowing links to third party sites in almost all circumstances so it would be great if you could press 'edit' to the left of your message and remove your link.

To answer your question:-
- Google will include any website with a link from another website which is in Google.

Actually, there's no need for even a single link from another website any more. Google visits newly-registered domains shortly after they are registered and periodically thereafter.

All domains, or only domains for which Google is an accredited registrar? (ie. what about ccTLDs?) Also, is this documented Google behavior or hearsay?

I can tell you first hand that this is true. It does not apply to subdomains, but google will attempt to visit the homepage of any domain you register every couple of months or so (about every two months by my estimation).
If your homepage is well-behaved, the home page will probably get cached. That's it, though, the googlebot will be reluctant to cache tons of content. You get one freebie in the index just for registering your own domain.
Parked pages don't get cached as a rule, but sometimes if you're parked you'll still get lucky.
I can't answer your question about ccTLD's, but this is certainly true of generic .com, .net, and .org.
