From a spidering standpoint, I don't think it makes any difference which format you use. From a ranking standpoint, it's been unofficially noted that using dashes instead of underscores lets Google 'see' the individual words in the URL, while with underscores, it appears as one long word. I'm not sure how much this affects rankings, however.

I thought there was no difference in Google recognising word seperation with the use of

/this-is-how-it-reads/
or
/this+is+how+it+reads/

Our concern has always been that Google may think + is "spammy"

As for the value in Google's alghorithm - I've got no idea, but would like to see some evidence of it improving ranking.
