In the olden days, the definition of an "<insert country name> site" was EITHER:
* the IP address resolves to that country
or
* the ccTLD is of that country.
Today, try using google.com.au/google.co.uk or some regional Google that gives a "Pages from" option and try a site command for some other ccTLD that might be hosted in the first country. e.g. there are lots of NZ pages hosted on Australian IP addresses:
[google.com.au...]
Only site:.com gives results.
However, what I found interesting is that Google considers e.g. .tv and .bz (maybe a few more) as non-cctld too.
