I been reading through alot of our post here, but still I can’t understand what could possibly my reasons for my website. Google has the page cached on May 20, site has pr 4/10 but no index when I typed in site:www.mysite.com
Can anyone please explain? If I am posting in wrong forums, please forgive.

PR that you see e.g. in the Google toolbar is a historical average and does not reflect you current PR.
Basically, even if you have PR but Google believes that your page is not important enough, you are not in the index.
In the past you basically were dropped from the index only as punishment. Now to be in the index is a kind of reward for the importance.
I believe that Google algorithm became so complex that they have no time to index all pages in Internet properly and have to include in the main index only important pages.

Any idea what constitutes 'important' other than PR?
Just a few samples, what makes the page more important
1.There is a direct links to this page from respectful sites (and no links from the bad neighborhood).
2.The page is high in the site structure, for example, have the link from the home page or itself is the home page.
3. The page is heavily interlinked.
4. The page is old.
5. The page is the site map (site contents)
etc.

Agree with your 'important' list, but wonder how much of these are already factored into the PR. Points 1, 2, 3 are important for PR. I take it your point is that they are also considered separately?
So now it is not enough to have the official PR greater than zero to be in the Google index though high PR seems still guaranty this.
Also it is known how PR was calculated in "good old days". Certainly such things as position in the site structure were not the part of PR. Old PR was calculated on per page basis.
In short I suggests to thing rather about CERP than about PR, because PR now is like a ghost. Even if you see it you are not sure that it is exist.

Distance from high PR pages is a factor in the traditional PR algorithm. Assuming the home page has the highest PR due to inbound links, site structure will effect PR of internal pages. Eg if all external links are to home page then a site structure where the only access to page X is 10 clicks away from the home page, page X will get little PR.
However, the number of the home pages that stay while more deep are dropping, as I belieave, indicates that either the algo to calculate PR for the nome pages now is special and different or PR is not the only reason why more deep pages are dropping. It seems unprobable that all the home pages have the highest PR if the previous algo is working.
