It's possible to SEO a site that has very little content or no content and achieve good ranking (top 5)? Is that even possible for semi-competive keywords?

But from my experience experimenting with different approaches, :P, don't expect it to last long at the top. It's good to know boundaries.

Yes. Sites that have useful online tools can sometimes rank very high with not much actual content.
