DMCA, or cease and desist? Does Google take a side?

A few weeks ago we rewrote the content of our homepage.
A competitor copied entire paragraphs of the homepage in no time (maybe 1 week).

Our site is much older, prominent than the competitors. But it also has been victim of proxy hijacking on a sub section 6 months ago and never fully recovered (thank you Google....).

Google keeps archives but do they take side in such matter? It seems like we will need to proove we wrote the page first eventually.

Should we send a cease and desist or directly a DMCA?
