Google Webmaster Tool lists 22 “not found” URLs for my site. There are no references (links) to those URLs from any website’s pages. Most of the URLs listed existed at some time in the past, not any more though. 2 URLs (and, obviously, links to them) never existed before. What’s that?

If people (or bots) screw up when linking to your site, Googlebot will try to follow these mangled links and can end up with a 404 Not Found on your site.
For actual pages that used to exist on your site but have been removed, you could use the url removal option in Google Webmaster tools.

you know - if google is seeing links to those pages - you may want to put something up there....
in an extreme example - what if a pagerank 8 site had a mistyped link pointing to [yoursitename.com...] you might want to make a defual.hmtl page...

Wouldn't it be better to just 301 the mispelled URL?
