can i add rel="nofollow" to any of my outgoing links I want? is it bad for SE (detecting it and lowering my PR)
is there some other way to put outgoing links like:
mywebsiter.com/outgoing link1 mask.html
or?
please advise me how to protect my PR

I do it, one of my client's cms's is set up to automatically do a rel=nofollow to all esternal links OTHER than those in link excahnges.
There is no evidence that 'nofollow' affects PR calculations - in other words it is likely that Google takes your page's PR, divides by the number of links and calculates the amount of 'goodness' to pass on. It then removes any nofollow links.
Who you link to is almost certainly taken into account by Google (related sites/Adsense certainly uses it to categorise a page). Maybe nofollow links will do you more harm than good because ranking is not very dependent on PR anymore. A page with a lot of nofollow links is also a bit like saying 'don't trust me' because I'm just pointing at untrusted pages.
Look, forget PR hoarding and start looking at something useful. Have a look at the template you are using. Does every post have it's own page? When you click on the title of a post on your main page or archive page does it take you to that post on it's own page? By default most Blogger templates don't and just have the 10 most recent posts and a few archive pages. You can change that and do yourself some real good.
