Competitor mix-masters my text to attract Google

Then redirects to his site

What is it called when someone takes copyrighted text, chops it up into phrases a la William Burroughs, puts it on a page in order to get a ranking in Google for the page, then the page redirects to the real site? When you look at the listing on Google, it looks like a site on widget A written by me, but it redirects to his home page on a different topic. What can I do about this? I find huge gobs of my site text has been chopped up and put on a domain that redirects to an individual who has consistently taken photos and other such crap off my site and who is close to my rankings for certain widgets we both sell. Can I report this to Google? As what? Can I make him remove my text if it is mix-mastered? Or am I just stuck?

If it redirects, you could report it as spam (doorway page)

If someone takes your photos (ie, you own the rights), then it is copyright infringment (theft), and you can file a DMCA notice with Google and the ISP. Search this board for the details.

If the text is mix-mastered, it may or may not be copyright infringement... depends on how recognizable your original work is in his page.
