Many says forums links has been devalued by search engines, but i see many great information links posted as recommended readings on some forums which are really outstanding, and i can say these can be mostly found out on forums/blogs only rather than link pages. How Search engines can distinguish between the signature and normal links or they will simply treat them as same.

I've read some of this same talk. Although I wouldn't say off-hand that Google couldn't discover signature links (they do have a huge collection of very smart people), I don't know that this is exactly what they're doing. I think Google's recent "change in the way backlinks are weighted" may well have taken some of the punch out of all forum links -- but I've never made that link tactic a part of website marketing, so I don't have the data to form a solid observation.
What does seem clear to me is that Google wants to give weight to links that are independently given, not links that a website owner can place on their own whenever they choose.
