Is this Google's Golden Rule for Syndication?

In Google Webmaster Guideline, Google recommends syndication content should contain a link back to the original article. Is this Google's golden rule for everyone who wishes to syndicate his/her content to other sites? What do you guys think?

"Syndicate carefully: If you syndicate your content on other sites, Google will always show the version we think is most appropriate for users in each given search, which may or may not be the version you'd prefer. However, it is helpful to ensure that each site on which your content is syndicated includes a link back to your original article. You can also ask those who use your syndicated material to block the version on their sites with robots.txt."

Google recommends syndication content should contain a link back to the original article. Is this Google's golden rule for everyone who wishes to syndicate his/her content to other sites?

No. Just having a link back to your original article won't ensure that Google picks your page to show up in the SERPs. My testing has found that it has more to do with the TrustRank of your site.

If my stuff is ranked first on Google, do you think this will help? Logic tells me it will, but if people continue to link to the other review, then the syndicated content could replace me.
