Do Blogs get hit with -950 penalty?

Not many blogs rank well for areas I normally search so am not too familiar, but I haven't seen any hit with the -950 penalty, and I've been wondering why not.

Because of their more general nature, I wouldn't expect blogs to be hit with phrase specific penalties due to overoptimization.

But I've seen or read about many different permutations of the -950 penalty, and not all seem to be due to overoptimization.

Some have speculated that linking problems can cause the -950 penalty. If that's so, wouldn't some blogs get hit?

I'm curious to know if linking issues alone can cause -950, or if there must be something else G doesn't like. I don't think blogs would be overoptimized too often.

Hard to say I guess since I see the main pages of the blogs get hit, and they normally don't rank well for anything else.
