Do I need Google's permission to make my own metasearch engine?

Trying to design mini meta-search for my site - big Qs arrise!

I would like to have my own (simple) metasearch algorithm on the pages of my website (I have a small sort of B2B online business site). Technically, I can program it, no problem. But do I need Google, Yahoo, Ask.com, et al's permission? I tried to research some of the bigger metasearch engines out there (dogpile, search.com, mamma, etc) and it seems they imply that they have "agreements" with Google and Yahoo and others to use their big search engine and return the results in the aggregated listing. Does that mean I have to do the same? And if so, how do I go about getting these agreements?

Any advice anyone can offer on this subject would be MUCH appreciated.

Exactly, any serious meta search engine has written agreements with major search engines.
Check their TOS (Google, Yahoo), all of them prohibit the use of automated queries.
But you can make your own meta-search engine using lower tier engines, like Gigablast, which allow certain amount of automated queries by day and combine it with Alexa search engine, which have a very small cost by thousand queries.
