Can Scraper Sites & Stolen Content Hurt Our Ranking?

Are outranking my site...we have been in and out of sandbox for almost 12 months now...as of late sandboxed...
Could our outranking issues be a result of scraper sites and stolen content?

They should not, but they could if there is a bug in Google. I have experienced it myself. Report the stolen content to Google; they are usually serious about these reports.

If you feel like they are hurting you and the content is yours, file a DMCA complaint with google and they will remove them from their index. Its a very simple form to fill out and mail or fax.
