Frequent content changes - do they matter?

Does Google filter URL's with frequent content changes?

Last year we completely changed the content on 2 of our 9 websites.

Since then, our pages indexed within 4-8 weeks, but no results have re appeared in the SERP's, indicating that we are heavily filtered. All of our other sites are fine.

Does Google filter website's which have gone through a complete content change? What's the evidence?

Content change alone shouldn't do it if the site is already healthy, at least not today. Now, if the site was already weakened by low trust for some reason, then I can see a kind of testing period being thrown at it. This used to happen even for single pages.

I recently helped with several full redesigns, and those sites did not have the problem you describe, Whitey.
