Country domains and Google SERP

appears #1 in english SERP but #12 in country serp

I have a country domain. My server is in country. My content is in country language. My source is valid. I'm also using the following code to tell google about my country/language:

But still, I appear #1 in english result and #12 in country result. That's strange since I would imagine that it should be harder to appear in englis result...

Is there anything else I can do to appear higher in country result?

Most of your incoming links has to come from the same language in wich you like to rank and you outgoing links should mainly goes to other sites in same language.
