Is getting a high ranking really this easy?

Figuring I could find a high PR, under-developed WordPress site by Googling for some default WordPress text:

"This is an example of a WordPress page"

I found a site at #6 that just repeats the default paragraph 15 times. It's a PR Zero site. Has one of the oldest tricks in the SEO book snuck back in while nobody was looking?

YES! Unfortunately, it seems so. Although google already seems to be turning the knob back the other way. A competitor in my field came from nowhere a week or two ago to number one on 80million results search. The clear difference between this site and the proper commerce sites was the blatant use of keyword repetition - over and over and over! Trouble is, as soon as folks see that page, probably 90% hit 'Back', so what's the point?

And a small percentage may also report that site... Getting high ranking is an entirely different matter from keeping it. With 80 million competitors ready to pounce, the risk is high.
