Can common pdf files cause as duplicate content problem?

I am currious how SE's treat pdf files. Many pdf's such as instructions for a product may be duplicated on many sites. Can this duplication of pdf files be a cause of a duplicate content filter to the site? Very interested in peoples thoughts on this and why some sites I have seen serve there pdf's of an ip address instead of a domain.

Google does crawl and read pdf files. So to answer your question, can it cause a duplaction issue? Yes it sure can
