I have a site that is example.com . Now I also have example.net/.org etc registered. I'll like to redirect all to the home page of example.com . Should this be done using a CNAME or a Meta Refresh? Will it invite the duplicate penalty from Google?

I'm assuming that you acquired the domains for protection against competitors using the .net and .org
If so, my recommendation is to not use them. Just leave them registered but totally inactive.

Why not use a 301?

You're right and leaving them inactive is just what I've done all this while.

Isn't that for a permanent redirect? Wouldn't that be confusing to a search engine bot, considering the site never existed on example.org.
