Linking, Titles & Domain Name Relationships

Hey chaps

One has a domain "WidgetsEngland.com" ("WE") and "WidgetsLondon.com" ("WL"), and wants to link from WE to WL. The most commonly searched phrase is "london widgets" (as opposed to "widgets london" like the domain name), how do you suggest that one a) <Title> the WL site and b) anchor text the incoming link(s) from the WE site?

Or do you think it is largely irrelevant?

Thoughts would be appreciated.
