Overcoming a google page rank of 0 on previously low activity web sites.

I'm currently helping redo a site including making it search engine friendly as I do so. Thing is, there are few to no back links and they have been getting very little traffic up to now. Their page rank used to be a 1 or 2 but has now slipped to 0. The previous site does not appear to be one that should have been penalized.

They might be willing to have another new name (url) and IP but will need to keep the site up at the old address too.

Can this drop to 0 be simply traffic related and fixable through some text link ads and/or newly added back links or should they start from scratch with a no index on the old site and a brand new, search friendly duplicate site with another name at another ip address?

AdWords would provide a means of buying some traffic, but it won't help your PR. I suspect your question may be better suited to one of the Search or SEO forums
