Do Google results depend on your ISP's location?

This is odd. When I do a search on Google for my sites main keywords in city A, the site can be found at page 1 on the serps. But when I enter the exact same phrase in city B, my site doesn’t even showup on the first 20 resultpages.

How can this be? Is G indexing sites based upon your isp’s location?

The site is not about a specific or local subject. It can be interesting for a large target group. The only boundaries is has, is that is it written in Dutch.
