I’ve read on WW that by correctly using 301 redirects you can keep PR when redirecting, for example, old-page.php to new-page.html.

I have renamed my pages and have 301 redirected them to new pages. I have gone to the “header check” websites to ensure a 301 permanent redirect is occurring.

Everything seems to be working except the new pages are not displaying PR in the toolbar.

Is this normal until a future G update? Or, have I made an error somewhere?

Thanks in advance.

PR is only exported to the toolbar 4 times a year - so it's not the value that Google really uses for scoring in present time. A 301 redirect will kick in both backlink influence and PR pretty quickly (but not immediately) in most cases.
