Why is the PR of a hugely (unnamed) popular website 0/10 when it should be 8 or 9 with the millions of visitors they attract? is the PR feature turned off on some sites for some reason? i've noticed this on more than one occasion.

I know that, but my question is why the page rank is zero when it's one of the most popular tech blogs on the internet?

If they are hugely popular with other webmasters, and therefore linked a great deal, then i would tend to wonder if they have had any canonicalisation or recent hosting problems.
