Toolbar PR is Greyed Out

There seems to be a TBPR update in progress, all sites seem to be greyed out.

Is this another roller coaster ride and could this have anything to do with the -950 penalty or recently noticed phenomenons where PR might have been glitchy and messed up search results?

Google has been suffering various outages off and on for a week or so - probably another minor one. I never saw it here (mid-Atlantic states)

All looks the same to me, seen no changes in a while and I look at my sites daily. Probably not a global change, but isolated to certain DCs.

One other thing, this might have happened to you. If I open a browser and it says "Not connected, Work Offline/Try again?" and I hit "try again" it connects BUT all toolbar data everywhere is greyed out unless I close the browser and re-open it.

Don't know why my DSL does that sometimes, I think I am "waking it up" sometimes and it thinks the connection is off when it really is not.
