Quoted search changes - doesn't show phrase in snippet

Search for a phrase in quotes and the snippet shown is not the searched for text. Why would they do that? If i want to narrow my search for the exact phrase and the snippet is supposed to be the most relevant part of the page for the search query, how can the snippet not be the phrase?

btw..the phrase has to be a few words long...3 or 4 words will still work as normal

I see the same thing -- but remove the quotes and the snippet changes to include the search phrase. Makes no obvious sense to me either. I wouldn't be surprised to see it change back.
