My sites were copied

Few my websites were copied without changes (my logo, name of my website, design, content, interlinking - everything). The copies of my website were placed to few domains.

I've already made spam report few weeks ago, but I did not get any answer from Google.

My copied websites were penalized about 1.5 months ago. Can copying be a reason of penalizing?

What can I do now?
