I was wondering if I do a search for my site on Google and 2 results come up with the URL's below:

1. www.domain.co.uk/

2. www.domain.co.uk/index.html

Both of theses are the same page and when you click on them they take you to the same place. So why 2 different results? And when you check for the last time cached, they both have different dates?

Does this have consequences for the search of my site e.g duplicate content and get penalized? If so, how can this be synchronized?

Yes it has consequences - the two urls are not required to point to the same content so Google must treat them differently. This means PR that would ideally accumulate for one url now gets split into two "piles". It's a form of duplicate content and it will help you to fix it. Here' a thread about it and other types of duplicate url troubles.
