Backward links on a banned domain name

I was offered to purchase a domain name for a google-banned website in my niche. The name itself I am not interested in, but the domain has a ton of excellent links going to it.

My question is, if I buy the name, can I 301 the google-banned domain to my main site and build on the power of the backward links?

Will it help or hurt my site?

Buy it, file a reinclusion request (explain you're the new owner and going to be whitehat etc) then 301 it.
