Lately updates to toolbar PR seem take on more of the quality of a "non-event" (just as MC says they feel about it at Google), so I'm not surprised there hasn't been a lot of talk in that earlier thread. It may affect the link buying and selling marketplace, but it doesn't really affect ranking.
