My website was copied by another webmaster. My website was banned at 14-15th of Dec. That webmaster even did not remove my logo, website name etc. He also placed redirect to my original page.

I think Google now thinks I use spam methods.

How to tell about this to Google?

The best way is through webmaster tools, if you have an account.

File a re-inclusion request, and explain carefully and patiently what happend. Convince them that the content is yours. The re-inclusion form is listed under the tools menu.

Then be prepared to wait for something like two weeks.

Thanks for the answer.

Yes, I have an account. But I did not find the "Re-inclusion request" link there. Where can I find it (Diagnostics, Statistics, Sitemaps)?

Also file a DMCA complaint. That way google will remove the other site from the index.
