Reversing 301 page redirects?

How to make a page that was 301 redirected useable again

We have a situation where some subdirectory index pages (ie: domain.com/topic/index.html were 301 redirected to a page in the root (domain.com/my1topic.html). The site owner now wants to get rid of the 301 redirects on the subdirectory index pages and put those index pages into use and get rid of the root directory page.

The root directory topic pages don't seem to get found much in the SERPS, but pages THEY link to do.

Is there any way to get rid of the 301 redirects and make the swap (move the root/my1topic.htm page content to /topic/index.html) and keep page rank and not look like the site is spamming or putting up duplicate content?
