I am thinking about using a blog for my site's news. I would just put the title's of the blog posts on my index page as my news headlines. I was wondering though if it would be better to have a news php program or just a static html page for each news item that I create? Are there any advantages to either?

I have been trying this out - and noticed no difference, rankingwise.
On the other hand, most blog software doesnt allow you to specify tags, descriptions and have some duplicate content threats because of category pages / labels etc.

Blog software allows other people to add their own comments to news articles created by the webmaster.
