site has PR but not cached

the BIG question - is it banned?

Hello guys
I registered a site a couple of years ago and forgot to write content for it. The home page just lists some outbound links.
The home page has some pagerank (3-4). but it is not cached by google by using cache:site command.

Is the site banned by google? If it is, why it still shows a pagerank 3-4? Is it worth time to develop the site or forget about it?

I forgot to mention that
with a site command site:thedomainname on google, google does not show/list any page indexed by google.
but google does show backlinks,if I used link:thedomainname.

Is it banned because of no content/only link listing on the home page?

I thought if it's banned, the pr bar will be all white. I search around and could not find any answer.
Anyone sheds some lights on this?

If it was banned, you wouldn't have PR.

Try searching +domain.com to find references of the domain.

Any number of other G issues could temporarily cause you to not get results with site:domain.com

If you have Google PR, your site is in Yahoo, MSN Live and perhaps even Ask.com, is it really important at the moment that your site without content or use is not quite showing up the way you want?

I see yahoo cached it. Maybe the site has no real content so google decides not to index/cache it. I will write some and wait and see if google will come and index it
