Duplicate content and Library Items from DW

Do library items on multiple pages get penalized by google?

This may have been answered in a previous thread, but I was unable to get the information I've been looking for. I have a site that has a couple library items under the left and right navigation for multiple url's.

I just recently have experienced my url's go supplemental and then come back and then go supplemental again.

It is also a new site that has extremely low Page Rank. I'm trying to figure out if my site is being penalized by duplicate content issues related to these library items, or if my problems are caused by not enough inbound links and basically a lack of site importance.

Any help would be greatly appreciated.

We've got a rip-roaring thread on duplicate content happening that gets pretty deep into your topic. Particularly follow the ideas around "boilerplate repetition".

Note also that urls flagged as duplicate of another url may get filtered out of search results where both would "normally" appear, but that's not the same as a penalty.
