Same or different external links on all pages of a site?

Should i use links related to page or links related to site?

Heres my current situation.
My site has around 70-80 pages with common navigation system/links in all pages.
Internal links are same on all pages.
All pages links to each other.

External related links are same in all pages. External links are more relavent to website than individual page.

Should i use different external links on different pages.
Or
Should i use same external links on all pages relavent to website theme?

For e.g.
Lets say a download site has external links to other download sites.
Theres a page of this site related to internet related software
Should this page be linking to sites which
1)offer downloads
or
2)to site that offer internet related software downloads.

2nd option seems to make more sense when it comes to single page.

But what will be effect on page rank in these 2 linking systems?

In which option one will get more traffic?

In my opinion, putting all your external links on every page is likely to be problematic. Coupled with "all pages links to each other" you've taken your website's natural information architecture and made it into a puree, where each piece is identical in wieght to every other piece.

If you want to ride the long tail, then each page needs to send clear signals about IT'S relevance, and not the entire site's relevance.
