Google is said to rank higher United States servers, and naturally inbound links from DIFFERENT C-Class sites.

The question is that, at present Google conciders sub-directories as NEW sites. Links from these "new sites" to your main index should count - but they are in the same C-class ... how does this work?

You are assuming a lot of things to be true in your question -- and I for one do not think they are. We've got a current SEO Mythbusters [webmasterworld.com] discussion, where the whole IP address question is essentially debunked.

Also, I am not seeing any evidence that a new subdirectory in an established domain is treated any differently than other new URLs i the directories that have history. And with the IP address/link issue out of the picture, the whole question sort of evaporates anyway, right?

I know that you have posted in that "Mythbusters" thread, but perhaps there has been added discussion over there since you last read that discussion.
