Using keywords in renaming .css (each tag, not the file extension :) seems cool. Can it work to help one's ranking? Or will it seem like spam?

It is really doubtful it will help, and almost certain to hurt.
since css files are not content seen by "users" you can be judged to be writing (or keyword stuffing" for the search engines not the user and that is a big no-no as far as google goes
