Problem with sitemaps and Google's index of my old urls

I have analyzed the google index of my site and all the links have old urls and now I had to change all the url to the new ones because something went wrong in my cms

and the google still list all the old urls of my pages even if they are empty.

I also submitted sitemap thru cms that had all those urls inside.
Should I just leave it alone or should I do something.
Under google.com/webmaster i can not submit sitemap anymore
Why?
