Using noindex robots meta tag for duplicates

I set up some County pages that covered the cities in the county. Then Later came out with city pages for each city. So a duplicate problem since both are showing the in SERPs.

Can I use the NOINDEX tag on the County pages to correct this? Do using this tag band the County page forever or if I change my mind, can I remove the NOFOLLOW tag and bring the County page back.

It is no banned for six months is it?

You can use noindex, and there is no reason to use nofollow.

So if I later remove the NOINDEX, the page will again be indexed. Is this correct?

Yes, it will be reindexed within a few days to weeks.
